Mianyang Electric Power Bureau actively responds to the dangerous situation of landslide-dammed lakes

The Tangjiashan quake lake formed by the Wenchuan earthquake in Sichuan posed a serious threat to the safety of lives and property of people in downstream areas such as Mianyang, and also brought huge hidden dangers to the safe operation of the local power grid. On May 26th, the Mianyang Electric Power Bureau in Sichuan urgently established a flood prevention and risk avoidance leading group to prepare contingency plans and make specific arrangements for ensuring personnel safety, conducting emergency dispatch to minimize the scope of power outages, and restoring the power grid after floodwater receded.


It is understood that once the Tangjiashan quake lake breaches its dam, the floodwater is expected to reach the Fujiang Bridge in Mianyang City within 6 hours. According to the contingency plan of the Mianyang Earthquake Relief Headquarters, if one-third of the Tangjiashan quake lake breaches its dam, the floodwater will threaten the 35 kV Jiuling Substation, 110 kV Sanhe Substation, and Taichang Substation located in Jiangyou City; if the Tangjiashan quake lake completely breaches its dam, six substations including the 110 kV Gaoshui Substation in Mianyang City may also be flooded. The Mianyang Electric Power Bureau and nearly 10 affiliated units, as well as some employee residences, are threatened by the floodwater.


Currently, the Mianyang Electric Power Bureau has established a special working group to promptly grasp flood prevention and risk avoidance information such as rainfall, flood conditions, and disaster situations. The group organizes employees and their families to prepare for evacuation, ensuring personal safety, and strives to minimize the scope of power outages caused by flood threats. It aims to ensure the safe and stable operation of the power grid and carry out relevant work for post-disaster power restoration. The bureau has determined the evacuation routes for personnel before the flood season, focused on inspecting the flood prevention preparations of relevant substations and the preparation of drainage pumps, dryers, generators, and other machinery. Measures have been taken to ensure the smooth operation of the power communication network and rapid dispatch and command. The bureau requires its subordinate units to protect technical accounts, archives, and computer data of power equipment.


Reporters learned that after the floodwaters receded, Mianyang Electric Power Bureau would immediately organize on-site inspections of the affected power transmission and transformation equipment, carry out drying or emergency repairs, restore power supply to undamaged grid equipment as soon as possible, and provide temporary power supply through generator trucks to important areas and departments where power supply cannot be restored in time.
