Zhu Changlin went deep into the Mianyang Bureau to guide the earthquake relief work

"Everyone, you have worked hard. Thank you for supporting the restoration and reconstruction of the power grid in the Mianyang disaster area!" At the critical moment of earthquake relief in Mianyang, especially under the dual threats of the Tangjiashan quake lake breach and continuous aftershocks, at 16:00 on May 27th, Zhu Changlin, General Manager of the Sichuan Provincial Electric Power Company, led relevant department heads to once again visit the Mianyang Electric Power Bureau to guide the earthquake relief work. They cordially visited and expressed their condolences to the employees of the Hubei Provincial Electric Power Company who came to support and fight on the front line. After listening to the report on the earthquake relief work of the Mianyang Electric Power Bureau, Zhu Changlin fully affirmed the achievements made by the bureau, inquired in detail about the casualties, resettlement, impact of the Tangjiashan quake lake, and the restoration and reconstruction of the power grid, and requested further efforts to resettle the affected employees and strive to restore normal power supply in the disaster area as soon as possible.


The restoration of power supply in Beichuan after the disaster has always been a concern for Mr. Zhu, the General Manager of Mianyang Electric Power Bureau. Lin Min, the Director of the Bureau, reported the relevant situation. After the disaster, the Bureau promptly carried out earthquake relief work in the first place. Firstly, it strengthened organizational leadership and actively implemented responsibilities. An emergency command center was quickly established in the transmission line work area, and an earthquake relief leading group and 13 working groups were set up, with clear job responsibilities and assigned responsibilities for each working group. The working groups cooperated closely and played their roles fully. Secondly, it actively carried out support work. The power dispatching was changed to the first backup center - the dispatching center of the urban power supply bureau, temporary communication lines were set up at the entrance of the office building, and the "95598" hotline was restored to facilitate communication. The bureau leaders and relevant department heads were arranged to take turns on duty in the command center 24 hours a day, ensuring the efficient operation of the command center. Thirdly, it actively organized rescue work. It always put saving employees' lives in the first place and tried every means to organize personnel and dispatch vehicles to rush to the severely affected area of Beichuan County for rescue. More than 500 employees and their families from Beichuan Power Supply Company and Qimingxing Group were transferred to safe areas. Subsequently, with the support of the provincial power company's unified command and Ya'an Company and Ningxia Power Company, it organized forces to rescue more than 30 trapped employees at the Mao County substation by bypassing nearly a thousand kilometers, and the rescue was successful. Fourthly, it focused on post-disaster reconstruction work. Since the disaster, Mianyang Electric Power Bureau has stood at a high level of political awareness and actively obeyed the overall situation of the city's earthquake relief work. By repairing the power grid and using generators, it did everything possible to ensure the power supply of important customers such as hospitals, command headquarters, and disaster victims' resettlement sites. With nearly a thousand people from sister units coming to Mianyang to support the restoration and reconstruction of the power grid, they were mainly responsible for repairing damaged substations of 110 kV and above. For each repair area, the bureau arranged more than two personnel to coordinate the work. For distribution networks and rural networks of 35 kV and below, grassroots units organized their own forces to carry out repairs. Fifthly, it carefully formulated disaster avoidance plans. Facing the dual threats of the Tangjiashan quake lake dam breach and continuous aftershocks, in order to ensure personnel safety and ensure the safe and stable operation of the Mianyang power grid, and minimize the losses caused by the dam breach, on May 26th, Mianyang Electric Power Bureau established a flood prevention and avoidance leading group, urgently formulated a flood prevention and avoidance work plan, and did everything possible to ensure the safety of personnel and the power grid. On that day, in accordance with the requirements of the Tangjiashan quake lake emergency rescue headquarters, 13 employees from the transmission line work area were urgently dispatched to fly to the Tangjiashan quake lake in Beichuan by military helicopter to remove two damaged high-voltage transmission lines that spanned the Jianjiang River below the dam, thus clearing the way for emergency rescue flights.


According to statistics, as of now, 5 220 kV substations and 9 lines of the Mianyang Electric Power Bureau have resumed power supply, with only the most severely damaged Anxian substation being shut down; 21 110 kV substations and 45 lines have resumed operation, with only the 110 kV Yuanmenba substation being shut down. Currently, the power grid load has recovered from 15,000 kW after the disaster to around 450,000 kW.
